Are domestic helpers included in the Hong Kong Identity Card (HKID) Replacement Exercise?

The territory-wide Identity Card Replacement Exercise started in 2018 and is expected to take about four years. The replacement exercise covers all Hong Kong residents, including domestic helpers and other residents for employment, investment or study.

Do domestic helpers need to replace their Hong Kong Identity Card (HKID)?

Yes. Domestic helpers are included in this exercise and will be required to replace their HKID cards.

All smart Hong Kong identity cardholders will be invited (by phone) in phases based on year of birth in order to have their existing smart HKIDs replaced at the dedicated smart identity card replacement centres. Failure to show up within the designated period without a valid reason would be deemed to be breaking the law, risking a maximum fine of HK$5,000 (US$638).

To save time at the replacement centre, domestic helpers are encouraged to book an appointment online and pre-fill forms before visiting the smart identity card replacement centre.
